Are You Prepared?

On April 6th, 2014 the DCLG will publish their latest amendments to Part L 2013.

Overview of What’s New

  • Part L 2013 has been strengthened to deliver up to 9% carbon dioxide savings relative to Part L 2010.
  • New dwellings have to achieve a new fabric energy efficiency target as well as a target CO2 level.
  • A summary of the Part L 2013 Notional Dwelling has been published.
  • The document consolidates amendments made in December 2012 in relation to the feasability of high-effiency alternatives.
  • ‘Nearly zero-energy requirements for new buildings’, will not come into force until 2019 at the earliest.

New Buildings & Part L

  • 6% Improvement on carbon dioxide savings
  • Compliance is essentially the TFEE coupled with the TER (See opposite)
  • An ‘elemental recipe’ has been published which provides a strong starting point to ensure compliance.

Existing Buildings & Part L

There are no no proposed changes to energy efficiency standards on existing dwellings.
There have been some minor alterations to aid clarity and provide flexibility, loft conversions and extensions can continue to use the standards detailed in the 2010 edition of Part L.

Demonstrating Compliance

Regulation 25A states that documentation must be provided showing the technical, environmental and economic viability of high efficiency alternative systems have been considered where available (This includes, renewable energy, heat pumps, cogeneration and block heating.)

Fabric Energy Efficiency Target (TFEE)

The Target Fabric Energy Efficiency (TFEE) rate is expressed as the amount of energy demand in units of kilowatt-hours per square metre of floor area per year.
This rate is calculated according to a notional dwelling of the same size and shape which is constructed with reference to the values summarised in the link below. This is then multiplied by 1.15 to give the TFEE rate.

Target CO2 Emission Rate (TER)

The TER is expressed as the mass of CO2 emitted in Kilograms per square metre of floor area per year.
The TER can be achieved by using fabric energy effiency, system measures and integrating low and zero carbon technologies such as our SUREDOMES which can reduce the use of electricity, lighting and air conditioning.

Rooflight Tips for Part L Compliance

1. If the area of glazing is much less than 20% of the total floor area, some parts of the dwelling may experience poor levels of daylight resulting in increased use of electric lighting.
2. Designers should consider the benefits of orientating buildings to the south to benefit from passive solar gains.
3. Higher G-values will also increase solar gains so designers should be aware of the impact of overheating.
